Currently running 19w09a, I now only have the "Fullscreen Resolution: Current" option in the control. Moving the cursor does not change the text.
In windowed mode, I get 75 fps with VSync enabled, this works as expected.
When going into fullscreen mode, my monitor shuts down for a second (probably changing from 1080p75 to 1080p60), and then I see 60 fps on the debug info.

GPU (GTX 760 -> RTX 2060)
Windows version (1803 -> 1809)
