Pulse Limiter Functionality Depends on Direction

If the flow of a simple pulse limiter is facing South or West, the pulse limiter can produce a 1-tick pulse. Yet, if the same pulse limiter is faced (as if the flow of the current) North or East, the limiter cannot produce a 1-tick pulse. This shows the dependency of these pulse limiters, and possibly other redstone circuits, on direction.

The uploaded screen capture represents my meaning of the flow of the current. I cannot demonstrate in screen capture these 1-tick pulses due to their extremely small length.

Still present in 1.8.

Is this still an issue in the current Minecraft Snapshot 15w49b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Ticket resolved as incomplete, because no answer in a reasonable amount of time (1+ year), if it still happens, please update the ticket.

This seems like a duplicate of MC-11613.
