There's nothing wrong with my laptop specifications, I run every version before 1.13 with over 80 fps with high graphics and no lag spikes whatsoever.
Yesterday, I've tried playing 1.13 and the experience was horrible. Every time I did something for example : break / place a block, run around, walk around, turn around, enter swimming mode, attack a mob / animal... my game would have a 2-3 second lag spike or a really bad frame drop (to 4-6 frames per second). I've tried playing in windowed, fullscreen and turning down the graphics to lowest and even allocating more ram. But unfortunately, nothing worked.
NOTE : This isn't just me but a plenty other friends of mine.
I have no clue what even could of caused that but whatever it was, it needs to be fixed.

Alright, what kind of CPU would you recommend me? 3.9GHz quad or will some overclocking be enough?
Also I highly doubt that it's my CPU since I run it in 100+ FPS when not moving and/or just walking around slowly.
Unfortunately, I cannot install the latest drivers but I've just done a clean install of the 391.78 driver (the driver I can install). I also reinstalled my Windows 7 64bit OS. Anything else that might improve performance other than that?

I get 50-70% less lag spikes.

Your CPU is too weak/slow for Minecraft 1.13, see the tickt time of ~2000 ms - everything over 50 ms indicates an overload.
I think there's a bug where block updates cause the whole chunk to redraw itself or something, but it hasn't been fixed. I think it's on the bug-tracker; I remember seeing something like it.
This is especially noticeable when pouring water over a wheat field; a lot of lag when before one of the pre-releases, no or barely any lag.
