[MC-134773] Annoying boat rotation bug

You need 2 players and one boat.

Please follow these steps to reproduce:

The first player (player A) has to sit in the boat.
The seoncd player (player B) sits on the "passenger seat"
Player A presses A- or D-key until the boat spins
If the boat spins fast enough, player A has to leave the boat (SHIFT) while spinning
Player B will automatically be placed into the first boat slot/seat.
Now player A has to sit down into the boat again (now on the passenger seat) and his head will start to spin.

Done.

@Matthew No, this message was from a previous joined server. I think i recorded this Video in Singleplayer with the "open to LAN" option. Bukkit/Spigot wasn't released to that time.

I tested it again with a new installed 1.13.1 vanilla server (no bukkit / no forge) -> same result.

I am unable to reproduce this in 20w29a, please note that some changes to boats were made during the 1.16 release cycle, so this may have been fixed.
