It's spamming in the server console for me and regenerating chunks with chests/furnances.

Deleting the block at this position does not help cause the coordinates changes every crash...
And deleting the region file is no option for us cause it would destory most of our buildings.
Also happens if you have viewdistance < 8 and you place a campfire, fly out of range that the chunk unloads, fly back and destroy the campfire.

@Matthew No, this message was from a previous joined server. I think i recorded this Video in Singleplayer with the "open to LAN" option. Bukkit/Spigot wasn't released to that time.
I tested it again with a new installed 1.13.1 vanilla server (no bukkit / no forge) -> same result.

I'm also running a new 1.13-pre6 survival Server, but i can't confirm this for our horses.
Maybe you can give some more informations (e.g. server.properties, video?).
