[MC-135766] Underwater plants generate in ruins even above water

The bug

Seagrass and kelp still generate on top of ruins even if these are partially above water.

Duplicate of MC-129575. The water was actually placed by the drowns before the plants grew in it. Edit: I used the seed and coordinate and took my own screenshot of the bug quickly to show the drowned in their spawn positions.
