Gray grass (snowy) around frozen ponds

The bug

Grass around frozen ponds can be labeled as snowy giving them a gray appearance. Typically, snow should be on top of the grass for this tag to be true. Please see screenshots for details. Using standard world generation. Tried with world generated in 1.13 and brand new world generated in 18w32a.

Sorry about that, I should have specified the seed and coordinates in the original post. One way I found this quickly in the test world was to use /locate Igloo to quickly find a snowy_tundra. Then I just fly around and look for ponds with the issue. So far i have only seen this in snow tundra's but I am not 100% sure the issue is unique to that biome.

18w32a test world:

Sorry for the double comment, just confirmed this also happens in a snow_taiga biome. So I guess it may happen with other snowy biomes. I am wondering if the issue is snow is being layered over the grass but the pond generation is adding an air block in place of the snow layer which destroys it without giving an update which means the grass has no idea it should change the texture.
