[MC-132306] Snowy grass without snow near lakes in snowy biome

The bug

There are blocks of grass with true snowy state, but without snow above them.

Where is it? There's no grass blocks which have the snowy top texture but don't have snow on them!

Too bad that it is not intended. The texture is nice, it looks like frozen grass without snow (which happens in places which are so cold that there is no snow)

I was unable to reproduce this issue in 20w49a. I've tried all 3 provided seeds and coordinates and was unsuccessful in finding this problem.

Cannot reproduce either. Leaving this ticket open for now as chances are high that someone else will find a new seed/coordinates pair for this issue.

I found a seed which this issue occurs in. Here is the seed along with coordinates. I've also attached a screenshot. (Can confirm in 20w51a).

(NOTE: i checked and it shows "snowy: false" and was rarely generated

using F3 that will show "snowy" states. and i use F3+A that shows normal top grass.)
