[MC-160797] Grass stays snowy when shovel breaks after breaking snow layer on top of it

If I use a shovel to remove snow form grass blocks, and my shovel breaks, the grass block underneath the snow will be kept as a snowy grass block (this only happens with the last block that is removed by the shovel or with lag multiple blocks will be kept snowy)

I'm unable to reproduce in singleplayer, but assume this is caused by server lag.

I am still unable to reproduce this issue in 20w51a. I used the following command to test this:

/give @p minecraft:wooden_shovel{Damage:100}

Please check if that's still an issue for you in the latest 1.16.4 stable release or the latest 1.17 development snapshot.
