Lily pads and frogspawn cannot be placed when not aiming at water

The bug

Lily pads cannot be placed while aiming at the side of or underneath a block, even if this would result on a valid placement on water.

This behaviour is was why MC-72634 (Lily Pad placement noise inconsistent) was marked fixed. If this behaviour is changed, please test (and potentially reopen) that report.

It seems to matter exactly where you click, because sometimes it does and sometimes it doesn't place the lily pad. From a couple of observations it works if the block targeted is adjacent to water and has another adjacent block to "attach" the lily pad to eventhough it doesn't need it.

See here where all crosses mark click points where the lily pad isn't placed, and the checkmarks where it does get placed:

This behavior also makes it possible to place lily pads on top of a block by clicking on the side or bottom of said block. I have uploaded a few screenshots of this.
