Found while testing MC-237445.
The bug
Placing a lily pad against the side or bottom of an ice block will place it on the top of the ice block given sufficient space for it.
Expected behaviour
Placement should only result in a lily pad being placed if the block below the side the lily pad is placed on can support it, and such a successful placement would put it next to the ice block on top of the other valid block, not atop the targeted ice block.
Actual behaviour
It goes on top.
