The bug
If you're in survival, you cannot use the debug stick's abilities (intended), however, the use statistic still increases.
How to reproduce
Execute:
/scoreboard objectives add debugStick minecraft.used:minecraft.debug_stick /scoreboard objectives setdisplay sidebar debugStick /scoreboard players add @s debugStick 0Go into survival mode, and use the debug stick.
→ ❌ Score increases.

Late reply, but it was made quite clear that issues as a result of it's use aren't, but issues with the stick itself are. ("Any weird [block] state you create" in the link you posted even) Such as the hardcoded strings report, which was even fixed by developers directly. (MC-124496)
I kindly request this report to be reopened for that reason, and let mojang decide on wether to fix the statistic or not.
Confirmed for 1.13.2-pre1.
