Unloading a data pack (like vinella) and than loading it back up resets advancements.

If you unload the vinella data pack and than load it back up, all advancements get reset on a server. This does not seem needed because there already is the /advancements revoke command

Please do not mark unreleased versions as affected.
You don't have access to them yet.

If you disable the pack that defines these advancements and recipes, they are forgotten because they no longer exist.

It should not work that way, it should save that data in the pack even when it is not in use....

Progress is not saved in the data pack, it has to be saved somewhere else; and it needs to be verified.
Say you changed the criteria, like removing one o them; the progress will need to reflect this change, same goes with removing; you remove the data, so it won't be saved as it never existed as far as the game is concerned.

If you remove something, you remove everything related to it.
