[MC-137769] Pillager rotation is broken

The bug

Pillagers usually don't look at the player instead they look backwards to the player.

Nope. The pillager now rotates correctly and no longer aims the wrong way when attacking.

But it occures every time, when pillager is in a boat, that isn't facing towards the player. The pillager can not rotate herself in such situation, so she is shooting backwards.
