Wither roses are neutral when in flower pot

The bug

When wither roses are in flower pots, they don't give their effect to the player. Also the 'smoking' animation doesn't play either.

How to reproduce

  1. Plant a wither rose

  2. Go stand on it in gamemode survival
    → ❌  You don't get their effects

This is likely working as intended, as it would be a way to display it without getting the effect. It makes sense.

 

With cactus as our precedent, this behavior is working as intended!
