Potted Wither Roses don't emit particles

I think that this duplicates MC-138024:

Would it be worth counting these separately in this case? The ticket focuses on the damaging aspect, and that's also the reason for its closing.

My logic is that the 'smoke' particles are part of the additional mechanics of the block (like the wither effect or sapling growth), so should be disabled in the context of a pot, but we'll see if Mojang decides to resolve this report or not
