The bug
In the snapshot changelog of 18w44a, it says that the Programmer Art is an option on the resource pack menu, but this texture pack is not included in the snapshot 18w44a. Mojang already knows of this problem though, as

Looks like the "programmer art" (old textures) resource pack was a bit shy and isn't showing up in this snapshot. We'll fix it in the next snapshot!

The pack is actually present in the asset index (resourcepacks/programmer_art.zip); the game just isn't finding it. You can manually download it here.
Same thing happening with me. It may have not been added yet since it's not in the game's files when I looked. So it may be an accidental planned feature that was going to be added in this snapshot but never happened. It could be implemented in 18w44b but I'm not sure.
