[MC-139139] Players can disable vanilla datapack

Players can disabled vanilla datapack. Then game's many things are freezes. When you do anything or exit the game, then game will not continue on save world screen.

My game didn't crashed. But it stopped on saving the world screen that appears on exit world.

Can you reproduce on a non-debug world?

It doesn't stops on non-debug world. Maybe it's not effective on normal gameplay.
