Looks like a WAI to me, as the lectern's base is its own file. Even then it's not an exact copy of the wooden planks, because it also has a red area clearly shown on the third screenshot.

The developers have previously stated that they will not give "old textures" to new blocks.

Can you provide proof from a Mojang developer that art style inconsistencies are an intentional feature?
