Two matching tools with damage placed in crafting GUI do not give the option to combine for a repaired tool. Two snapshots for comparison. The 1.13.2 version is the expected behavior.

Thats a stupid idea! They need to get rid of that. Completely counter productive as means you have to carry another thing in your inventory. And a bloody hassle to keep putting it down and picking it up!
