Sweet berry bush cannot replace snow layer, grass, tall grass, fern and large fern unlike other flowers or plants

Although fixed in 19w11a for grass, tall grass, fern and large fern; the berry bushes still cannot replace snow layers (as by issue title).

It fixed in 19w11a the berry bushes can now replace snow layer (but not snow layer 2 like other plants).

Forget my comment about snow layers, I had stone underneath the snow so the bush couldn't be placed there anyway.
