[MC-140827] Lamp post in plains villages generate inside village paths

See summary. This shouldn't be happening. Why would the villagers dig a hole in the middle of the road just to put a lamp post in it?

MC-140460 says they can generate on paths. This bug report says that they can generate in paths. I'm pretty sure "in" and "on" are separate words.

The underlying issue is the same.
