Not completely fixed in 19w03c. Zombie villagers still won't spawn with the correct skins naturally, even though they do when using spawn eggs.

Can confirm. Still not completely fixed in 19w03b.

It's partially fixed in 19w04b. Zombie vilagers spawned in zombie villages taïga have their biome specific skins.

Confirmed in 19w04b and 19w05a for zombie-villager spawned naturally.
