[MC-14139] Old worlds and 1.6 features

In worlds generated before the snapshot, several things are unavailable. These include leashes, horses, mob ai and spawn changes(i think).
Carpets work fine though.

Please do not mark unreleased versions as affected. You do not have access to this yet.

Mojang has not yet added these features. They require spawn-in. This is not a bug.
