Fire charges cannot ignite campfires

The bug

Using a fire charge on a non-lit campfire does not ignite the campfire, but does consume the fire charge.

It would be hard to start a fire with wet wood... you'd have to put water on the fire in order to make it unlit. This seems intended.

You can do it with flint and steel, so you should be able to do it with fire charges.
