Like several other block types, in order for them to be ignited an action is required, usually light them up with flint and steel or fuel. The campfire crafting recipe does not include any ignition method. Yet upon placement the campfire is ignited.
Possibly a mistake or a feature. In parity with other mechanics like this I would suggest that it would be unlit upon placement.
