I see something similar in that there are occasionally desert wells with no villages. I have found villages in plains, often in weird locations where the village includes buildings on the sides of extreme hills, but have not seen a village in a desert while flying around in creative.

Also on Windows 10 Bedrock Edition.

I suspect this is intentional because desert wells are not considered "proper" structures: they do not have a /locate command so the game does not use structure code but just natural/world terrain generation. In other words, they're part of the natural world.

@Juz Den, they shouldn't be considered a part of the natural world. They are very clearly a structure, and should be considered as such.

The coordinates provided no longer brings you to the desert well as of 1.16.2 here is an updated versions of the coordinates for 1.16.2 in the same world. /tp @s 2184 71 910

This happens because desert wells are considered decorators (natural features) rather than generated structures.
