I have a super flat world and when I'm playing inside it some wandering trader and llama trader spawn even though it's biome is the void

If I understand it correctly no mob is supposed to spawn naturally in the void biome, which is why there are no monsters or animals spawning.
Therefore this report is likely valid.

I would say works as intended. They can spawn anywhere with in 48 blocks of the player.
