The bug
I created a new world for 19w05a, executed the command /gamerule doMobSpawning false
. And while trying out the new features in the snapshot; one Wandering Trader and Two Trader Llamas spawned.

all mobs that are generated with the chunk generation are affected by this; travel through plains and you might find horses.
The gamerule only affects post-generation natural spawning.

They did spawn naturally. The chunks were loaded for a while before they spawned. I was building and they appeared.

What does /gamemode doMobSpawning
return?

False. What part of the sentence "I created a new world for 19w05a, executed the command /gamerule doMobSpawning false.", do you not understand?

It could've been you tab-completed it, and set doMobLoot instead. No need to start reacting in such a way.

No, it couldn't of. I checked I had executed the command correctly after they spawned initially (Using the up arrow).

Can confirm in 19w05a

I believe you. I had been building a scale model of my home town in a superflat with doMobSpawning off and then, three in-game days later, he and his llamas just appear while I was building with structure blocks. However, it was night at the time, so he was invisible.
(19w06a)

confirmed in 19w06a

I have left my account running for a few hours in the new snapshot (19w08a) and there was no sign of any trader llamas or wandering traders during that time. I can no longer seem to recreate this bug, so it may be resolved.

Confirmed for 19w08b.

Can approve this happens since these entities exist.

This happened to me too.

This definitely happens to me. They spawned even though "doMobSpawning" was set to "false" from the very beginning of my world. This is definitely a bug worth fixing.

Confirmed in 19w09a.

I think the fix should be reverted since the addition of "doTraderSpawning".
