Falling blocks break all snow layers, including when fully stacked

Falling blocks will break all layers of snow including when it is stacked to 1 block cubed. In the image, the snow block on the left is stacked snow layers and on the right is a solid snow block. What I expected to happen was that the falling block would treat the stacked snow layers as a full solid block, but it does not.
