When using /fill command with torches they can be stacked

The bug

When using a /fill command for torches like

/fill ~ ~ ~ ~ ~5 ~ torch replace air

Torches stack. All but the bottom on should break. It never used to work like that in 1.12.

Problem still exists in 1.14

It also works with redstone torches. Except if you use the command to stack more than 2 all but the bottom two will fall. One will be on, one will be off.

Same applies with Oak Saplings. Except with Oak Saplings everything but the bottom and top one will fall. What confuses me is the top one? To me it seems just about any unstackable entities that can't be supported without a proper block underneath it will do this in some form.

Seems like MC-31100. (it even explicitly lists torches as not updating)
