Iron golems move and attack way slower when going away from the village to persue enemies, making them more vulnerable and less effective when defending villages

When iron golems actively attempt to move away from the village to attack mobs, they will move slowly, attack less frequently, and refuse to look directly at the enemy when far enough away from the village. This could especially be a problem when the iron golem is attacking mobs like skeletons, ravagers, pillagers, and evokers to protect the village.

To reproduce, try to lure an iron golem out of a village using endermites or other small hostile mobs. When the golem is far enough away from the village, it will move slowly and refuse to stare at the mob.

The screenshot shows two iron golems attacking endermites while moving at the wrong speed. Also note that an iron golem is not looking right at the endermite behing the other golem's chest, but still targeting it.

Also, this relates to MC-76892

Cannot reproduce in 19w11a, but this may be because iron golems don't really respect their village boundary.

Any news on this with the latest snapshot, @unknown?

I am still not able to reproduce this, due to the existence of MC-145952
