I right-click any of my cats and they don't sit at all. I've tried everything, hasn't been working for a few days now.

My experience is that they will sit, but you have to wait some seconds. It's also true for wolves. As if the game were too slow.
It's also true for the other way when you try to wake up your wolves for example in a pillager attack. Right click on them, wait 5 seconds, and they will stand up. But don't click again on them, because they will sit down/stand up again to their original position. 🙂
