Im testing this in snapshot 19w09a (this is also for all versions above 1.13 and snapshots)
(I'm running with nvidia geforce 1030 and i3-8530k (4Ghz))
I would like to place a whole guardian farm with soulsand
As you can see in the screenshots I placed around 60 soulsand blocks and my fps drops to around 60, particles to almost 16000 and the game is very choppy when turning around
With particles on minimal I get around 1000 particles with 530fps
I think for bubbles there must be a limit in count so that we can place infinity soulsand or magma without a choppy game (and preferable with all particles on)
this way is not funny to create some fishing farm or killing drowned with magma bubbles etc in the vanilla game
I don't think that placing particles to minimal all the time for this issue is normal behaviour

I have a 1080 and 7700k, and my guardian farm lags on me too. Mine is much bigger than yours, but all the same... The fact of the matter is that the issue lies in your hardware, not so much in the game. There might be ways to optimize it, but outside of turning your particles down (which is in the game so that your hardware doesn't need to work so hard) there isn't much you can do unless they optimize the particle effects.
