/clear removes item in cursor in creative mode even if it's not the item that should be cleared

How to reproduce

1. Place an activate a repeating command block with /clear @a pufferfish 0

2. In creative mode, take any item from the inventory
   → ❌  It disappeared, despite (1) not being pufferfish, and (2) maxCount being set to zero

• MC-41113 got fixed but let a worst glitch now,
  if you do a repeat commandblock always active clear @a gold_block
  for example it will remove every item that you try to hold
