Villagers babies don't have biome specific skin. They have their old texture instead.

This happened since 18w50a.

I am currently playing in pre-release 1.5. World was created in pre-release 1.3. My created village is in a desert. All villager babies now have plains-biome skins, EXCEPT the nitwit, which has the correct desert biome skin. 

Is happening on Bedrock Edition 1.12. Villagers do not have biome specific skins when breeding.

Never mind. Apparently my mountain village at Y=90 is not 'considered' to be the region for the Tiaga/Mountain skins. My apologies.
