Chat settings and Music & Sounds buttons produce double click sound

How to reproduce:

1. Go to settings

2. Click (or click and hold for a moment) "Chat settings" or "Music & Sounds", if on your mouse cursor new slider will be created you will hear double click sound.

It happens because button actions are executed on mouse down (should be on mouse up to fix it), and slider actions are executed on mouse up.

It currently doesn't apply to Video Settings button because of MC-147538.
