On a multiplayer server, singleplayer untested. I had torches on my offhand, and I was trying to click on a furnace (front face).
I jumped and shift clicked on the furnace as I landed, the torch was not placed, and neither did the GUI pop up. Theoretically either the torch should be placed or the GUI would pop up, but literally nothing happened. I was able to recreate this many times with precise timing. Also, I also had 2 times where both the torch was placed and the GUI opened up, but it was too hard to recreate consistently.

My mouse cursor never left that specific face of the block, and again I was able to place the torch or access the GUI if I do it slowly without trying to get the timing right. It's only if I try to click at that exact moment it does nothing. Where the torch would have been placed has always been an air block when I try to click on the furnace.
I realize it was probably a latency problem, but still it should synchronize and decide which function would be triggered instead of doing nothing.
Have you tried doing the same but without any block on top of the furnace? Latency to the server might mean that your click is in another block
