The block ambient occlusion doesn't work underwater the same way as on air. It's pretty much one color over the whole block surface. Also the sides of blocks are much darker than they should be.

@Oval It's not a duplicate of the issue you mentioned. It's not about a light source, it's about the ambient occlusion effect. It was working on 19w14b, but got corrupted on the first pre-release.
Maybe it relates to smooth lighting, but it's a completely different issue.
I was just about to report on this - I'm no authority on the matter, but to me it looks like its own bug. I was just playing around underwater in 1.14.4 and noticed that the ambient occlusion doesn't seem to work facing the west direction for underwater blocks. Above water it works, and underwater it works facing north, east, and south, but not west. I just started up a new world and found this:
