The banners in my chest from before the name change from Illager Banner to Ominous Banner are also still named "block.minecraft.illager_banner" in 1.14pre5.
in pre 5 if you get a banner from the pillager out post it will be named as block.minecraft.illager_banner
We have a separate ticket for banners from outposts: MC-148624
This has not been fixed. The banners that the raid captains drop are fine but the banners that generate on the pillager outpost structure are still subject to this bug
