The banners that generate on the Pillager Outpost structure display the name "block.minecraft.illager_banner"
This can be reproduced by loading the structure "minecraft:pillager_outpost/watchtower" and middle-clicking on the banners.

This has not been fixed. The banners that the raid captains drop are fine but the banners that generate on the pillager outpost structure are still subject to this bug. Even in newly generated worlds
This is fixed, see MC-148091. It just happens with the old generated pillager outposts, as it's impossible to modify existing banners/blocks states.
