As with the adult villagers without trades had the same issue (MC-147363) which has now been fixed in pre-release 3, but this still exist for the baby villagers.

I am unable to reproduce this in 20w51a. The baby villager only makes the "disagree" sound once when interacted with.

Can't reproduce this issue in the current release.
