The bug
The loading screen is incorrect when reloading the resource packs with F3+T. It is a bit transparent, without the Mojang logo and we can move during this time there.
Note: If you press the ESC key during this loading, the loading screen will return back to normal.
How to reproduce
Go into play, press the F3+T keys and watch what happens.

The fading effect also takes too long for my taste. This isn't a big deal when starting the game, but when working with resource packs I often reload and the fading just annoys me.
I'm very sure that it's supposed to be working like that.
