Location-based lag spikes in multiplayer

In some small areas around a server I frequent, lag spikes will slow the game down and even freeze some players. The areas where this happens appear to be about 1-4 chunks in size, and will cause the problem regardless of altitude.

I have seen this happen while running some basic profiling tools, none of my CPU cores are maxed out, less than 10% of my system RAM is in use by Minecraft, and my GPU load is less than 25%.

Players with less powerful computers are sometimes frozen for times around a minute, before they restart minecraft our of frustration.

I'm having the same problem on my server. The thing is I was testing the new bukkit build for 1.6.2. when i deceided to make a barn. I could make the foundations then it started to lag more and more untill i had so many spikes that the game was unplayable. I only used wood and logs so there's that. 😞
The spikes appear when i destroy, place a block or interact with the map in some way.

Is this still a concern in the current Minecraft version 1.6.2 / Launcher version 1.1.3 ? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
