[MC-14926] Cannot use resolution clock and compass textures with resolutions higher than 16x16

Minecraft does not show the compass and clock animations for any textures greater than 16x16 per frame.

Tested and confirmed with Misa's 64x texture pack:

Not an issue anymore. Fix with 13w18x confirmed.

Works fine in 13w19a, even with 256x256 compass/clock animations
