Upgrading world overrides existing chunks

I upgraded a world from 19w14b to 1.14-pre1 and it overrode some of my existing chunks. I previously edited the world data file to change from superflat terrain to normal terrain around ~1.13.1 so the world outside spawn would be normal, but this should not be affecting my existing chunks.

Did you ever use any mods or third-party software to edit your world (like MCEdit, or WorldEdit) in your world?

I know that some third-party software sets (or used to set) a certain flag that older Minecraft versions interpret as "re-calculate light", but newer Minecraft version interpret as "regenerate chunk".

Either way, if you could upload the world backup of the world file before converting it to 1.14 (or a 1.14 snapshot), that would be appreciated.

I haven't used MCedit or worldedit in this world, I've only edited the level.dat file. My world backup file is 50MB so I can't upload it here.

Can you upload it somewhere else (Dropbox, Google Drive, Mediafire, OneDrive, ...) and then link to it here?

Here's the world download. If you load it up in 19w14b, the chunks should all be there, but if you upgrade it to 1.14-pre1 the chunks get overwritten.

Seems like duplicate of MC-147754. Should be fixed after loading in later versions. Please re-check.

I loaded the broken 1.14-pre1 world in 1.14.3-pre1 and it was still broken.

And what happens if you load the world from 19w14b in 1.14.3-pre1?
