when I am riding my minecart down the base if I get out I will be clipped through the floor, and thus teleported into my mines, and then I have to leave the mine to go get my minecart before it despawns.

Thanks, apparently there's an issue with entities randomly disappearing on Realms, maybe that is what you're experiencing.
Yeah, I have only ever had a minecart disappear After travelling hundreds of thousands of kilometres away from said minecart.
But it has only ever happened in the realm sever but I have never done it outside of one I will have to test it in single player.
And no MC-8004 does not describe my problem, my minecart clips straight through the floor and down to the closest valid player location.
Found an issue describing this behaviour: MC-148869. Resolved as a duplicate of that ticket.
Does MC-8004 describe your issue?
Also, Minecarts don't despawn, no need to worry about that!
