The bug
Multiple players have reported that some sounds that have been added in 1.14 don't work. This includes the following sounds:
Bell sounds
Fox sounds
Ravager sounds
New noteblock sounds
In MC-150587 it was also noted that translations haven't been updated either, suggesting this is an issue with the wrong assets folder being used or assets not being downloaded properly.

Bell sound don't work
When i rung the bell it doesn't make sound
And the villagers behavior did not change

However, this issue has been temporarily closed as Awaiting Response.
We do not have enough information to find the cause of this issue.
Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/guides/finding-minecraft-data-folder]) here.
Once attached, the report will be reopened automatically.

Other people have reported that they have this issue as well, so the best course of action is now to wait for Mojang to take a look at this issue and fix it.
Please try restarting the game and the launcher.
