[MC-150524] Kelp cannot be cooked in the smoker

The bug: Dried Kelp is food and smokers cannot cook kelp. Smokers are specified for cooking food. If potatoes can, why not kelp? Smokers are not specialized for meat if it can cook not animal food.

Step to reproduce:

1. Get some kelp
2. Craft a smoker
3. Get some fuel
4. Place the smoker
5. Try to cook the kelp

Cannot reproduce, I just tried it, and the smoker is able to cook kelp just fine.

Are you using any data packs in your world?

The last data pack I made was for Minecraft 1.13. I only made a custom crafting for the elytra, trident, and dyes from corals. I will disable them and I'll check.
