Should be noted that this creates a ghost TNT. From my tests the second tnt never explodes

I agree it is just ghost TNT. When I tested it in survival the bottom would just break and not drop a TnT.

WHAT REALLY REALLY HAPPENS:
for one you don't even need the torch up at the top just the lever and i will explain what happen's in more detail:
When you pull the lever the piston and tnt get powered at the same time and minecraft handle's both at the same time resulting in a tnt blcok being activated and a tnt block being pushed thus make a glitched tnt. When i think abought it then i wonder why the ghost tnt is not a real block.

I'm not sure I can replicate this is 1.5. But I may be doing it wrong. (Does the 'ghost' TNT fall 'into' the other TNT, occupying the same space until they explode? I can detect no sign of a second TNT) Anybody else?

Unable to reproduce either. Must've been fixed. Resolving.

This bug is not entirely solved yet (as of at least up to snapshot 24w07a).
If a TNT is placed at the bottommost piston of those in the image below, it will create a ghost block.
